So is this used in conjunction with a 4 line feed, regulated return, or both?

You are correct, this would be used in conjunction with either a regulated return, or a 4 line feed. We prefer the regulated return over the 4 line feed as it keeps fuel flowing through the heads vs. being stagnated and heat soaked with the 4 line feed.
