The Ford YC3Z-6619-BA is the lower gasket for the HPOP reservoir on a late-1999.5 through 2003 7.3 Powerstroke. It seals the reservoir to the front cover, and the screen is molded into the gasket. It is the gasket only.

That screen is only for reservoirs that came with one. A 1999 truck can go either way. If the old gasket has no screen, do not install this one. The screen can crack the reservoir case. Match it like for like. It is not the top-cover O-ring. That is F81Z-6619-AA. It is not the pump mounting gasket. That is F6TZ-9417-AA.

It fits late-1999.5 through 2003 Super Duty and Excursion trucks that already have the screened gasket. A 1996 to early-1999 reservoir uses F6TZ-6619-AA.
